Unusually for an Equip Spell, it has the effect of lowering the ATK of all opponent monsters without increasing the ATK of the equipped monster. His conventional Equip Spell only strengthens one card, but this card debuffs all opponents, so it's basically the same as strengthening all of your own cards. Also, when sent to GY, he can recover himself from GY by paying 1000p, so it's good to be able to continuously weaken the opponent. The weak point is that the effect must be activated every turn, and the number to be lowered depends on the equipped monster. However, it can also be viewed as being able to control the activation and numerical value of effects, so I don't think it's necessarily a weak point.
