Don't you want to use the hand enhancement card before deploying monsters as much as possible? However, many of them have activation conditions and restrictions, so they tend to be shelved due to the convenience of not being able to search. (《Iron Draw》, 《Advance Draw》, etc.)
However, this card is unaffected by the situation of the field and has no restrictions. The impact of excluding 10 cards is great, but even if you subtract that, it's an exceptional performance. It's crazy that the penalty for no previous draw is actually canceled.
It's difficult to handle in a Deck that contains highly important pinned cards (e.g. Beigomax) or cards that are difficult to reduce (e.g. Duplicate Necrodor), but there are a lot of general-purpose cards and especially fixed moves. If there is no Deck, it can be operated as a powerful draw engine.
