There is no specific timing to activate it, so you can reduce the hand cost itself by turning it around or using it after consuming it to some extent. However, you need at least 2 opponent-dependent counters to recover his banished Spell Trap, and if Cyclone is the first move, the banished card won't come to your hand, and 2500 damage won't be a pun.
Luckily, it's on the same face as Golden Vault, so it looks like we'll be able to do some sort of combo, but it doesn't have a very good matchup with Patronus coming out recently. Even with that Patronus, if you knew it, it's designed so that you can't activate it when you attack first.
As is often said, if the number of cards you want to remove does not increase, your position will be tough.
