Counter Trap can be used to heal, but this will only cover the cost. The favorite is the destructive effect in the situation where the sanctuary is stretched.
In fact, this removal effect is an extremely strong removal that does not create a chain block. The ability to turn counters into removals is scary enough, but it's a reliable effect with the added benefit of being strong against negate effects triggered by triggers.
However, the strength of this card is completely dependent on Sanctuary. Angel Perm is already difficult to build and has a high accident rate, but it feels like a Roman card with The Sanctuary in the Sky.
