The bonus of his Special Summon effect, which is unique to vassals, is to generate tokens for the opponent. This is supposed to prevent Zaborg from self-destructing, but Thunder Monarch isn't a card that you want to deploy that much, and Heavy Thunder Monarch's job is to kill yourself because of its effect.
If anything, the addition of the summoning right in the second half is a favorite, and it was also adopted by his King of Monarch as the 4th Eidos for Tribute Summon.
Currently, the number of cards that are easy to Special Summon has increased, the token generation has become a heavy disadvantage, and general-purpose parts have been inserted into the frame, so I don't see it anymore. I don't think so.
