Why isn't there a turn 1 (surprise).
Spell usage "includes", so the material specification is somewhat loose. The markers are all downward and excellent.
You can generate counters when link summoning, and depending on the conditions, you can generate a considerable number of counters.
If you have Endymion, you won't be attacked and you can compensate for the low RBI, but honestly it doesn't matter if you have it or not.
It also has a spell-use resurrection effect, and its own counter generation is high, so it is easy to aim for activation. Since there is no same-name restriction, you can regenerate counters up to twice by summoning the same name again with the card revived by this effect.
Although he is plain, he is a spell user of Charmer RBI, so he can receive some support there. Charmer itself is spell-based, so it's easy to summon.
Even though it's Link 3, I doubt that the lax material selection and no turn restrictions are on purpose. Isn't Tempester going to be dangerous soon?
I think it's a highly versatile card for his deck, which is mainly spell-users and magic counters.
