The level down and his ATK increase are attractive, but above all, the effect of sealing the extra deck is too strong. It is also a strong point that it is caught in searches corresponding to his King of Monarch cards such as Pan God and Abyssal Grudge.
I don't think the restriction of not being able to summon monsters from extras would be a problem for his Deck, which makes heavy use of this card.
Speaking of drawbacks, it can be said to other Field Spells, but this card itself has no resistance.
In addition, I wanted to lower the level of high-level monsters like Kryce and Majestic Genie by 2 (because even if Tribute Bind is used, it can be dealt with with Normal Summon).
It's a powerful card, and a must-have in any Monarch-based Deck.
