It can be deployed while shaving the opponent's GY, but the problem is that neither effect will work unless both yourself and others have a certain amount of GY.
It would be ideal to use the effect while reducing the opponent's GY instead of being the first move, but in that case, if you just look at the effect of 1, there are a lot of levels 1 that are easy to Special Summon, and the effect of 2 is somewhat delayed. If you don't mind, the wall of general-purpose resurrection cards including Trap will be blocked.
It can be seen as a card that can use Special Summon-related effects while cutting GY, but as a card that cuts GY, it has an activation effect and the number of cards is small, so it can't be denied that it feels a little strange.
It's not that it can't be used, but it's a card that stands out for its lack of dexterity that I can't think of any reason to prioritize it.
