First of all, it is quite difficult to activate. The easiest time to activate is around the first turn.
Then comes luck. I can't help it as the name suggests. However, the risk when removing it is not normal and dangerous. In this day and age, you can get one kill with 1-2 cards in your hand, so if you pass the opponent's entire turn with 6 or more cards in your hand, unless you cause a serious accident, you probably won't die.
Also, now that hand triggers are essential, the more cards you have in your hand, the higher the chances of them flying, and it's an era where even if you are lucky enough to succeed, you can't let your guard down.
The return is big, but the risk is too big to be practical.
If you want to gamble and draw, Cup of Aces is still easier to use. For the time being, it works well with the effect of removing Cup of Ace, but it's impossible to use it as insurance unless you're a serious gambler.
