As you said, it's currently a Ritual Spell for Emerald Eagle.
The effect of 1 is that if there is a flame link on the field when performing the ritual, he can substitute a GY monster, and since Salamangreat has a link 1, he puts it out and he goes to GY. There is no waste if it is used in rituals.
The effect of 2 can only be used from the hand as a complete opponent-dependent bluff, but since you can get a set with 《Pre-Preparation of Rites》, it may work as it should.
This is an excellent card in itself, but its partner Emerald Eagle is so unsatisfactory that the evaluation is pulled by it, which is an unfortunate card.
