The material is general-purpose rank 4, and the status is the same as Crysta, although it is one step below 2500, it is decent.
The effect is to move the activation of an effect that targets one card on the field to another "correct" target. Since it's a visible effect, it's probably correct to keep the opponent in check, and if you're lucky, move it to the opponent to further add loss, but the troublesome thing is that the opponent's effect itself is not negate, and the "correct target" and text are clean. I feel sorry for the bite.
Since the condition is that only one target is taken, it cannot be activated by effects that do not target or targets two or more cards. Cyclone and Bubble Shadow, which are sometimes shot, can do nothing but use other cards as scapegoats.
