Yu-Gi-Oh's Continuous Spell/Trap can only be applied when it exists on the field, and his Counter Trap can usually only negate "card activation". Therefore, at first glance Cyclone can deal with things that have already been activated, so it seems that there is no need for a dedicated Counter Trap.
