The effect itself is quite powerful, and it seems to be compatible with Vampire, who has Sheridan who adjusts the level of monsters that take control and has quite a lot of undead above advanced level. If you just want to use it as material for Xyz, Link, and Synchro, there is a general-purpose card, 《Mind Control》, and the necessity of this card with heavy activation conditions must be found in the ability to release and attack the stolen card.
Also, the 2nd effect looks convenient and villainous at first glance, but since it can't be used on the same turn as the 1st effect, if you aim to reactivate after activation, it takes 1 turn each of Activation > Set > Reactivation. You can skip the first step if you drop it directly into GY, but the taste of reuse fades.
