When I hear only the name, it sounds like a remake monster.

Although Thunder Dragon is included in its name, this card is a support card for the entire Thunder. Therefore, it can play an active part in general Thunder.
In Thunder Dragon, he is probably good at putting together multiple cards with the same name in GY, but even if he revives them, the only way is fusion. Rather, I feel that this card has room for success in Batteryman and Watt.
With Batteryman, you can aim for one-shots and short circuits by arranging AA batteries, and with Watt, it will be a powerful support card that determines grasshopper lock. Just be aware that no matter what the purpose is, only Thunder will be able to Special Summon him.
