It can be activated when there are no face-up monsters on the field, and the cost is heavy, but you can recruit HERO without using the summoning right.
Is it a low-level HERO that can be deployed by paying half the LP? I would like to say that, but the HEROes that can be deployed are all uniform, so they can do various things.
