Well, I don't think there will be any bans even if there are restrictions on Harifiber in the March revision.
The effect of 1 is basically an all-purpose GY fertilizer for monsters of level 6 or lower.
Since it's a universal 7 Synchro, it's an unlikely effect, but it's been adjusted so that he can't use the effect of a monster with the same name as the monster he sent to GY.
Well, the changed level will continue across turns, and if you drop it on your opponent's turn, there's no disadvantage to using it for deployment during your own turn, so it's still flattering to Harifiber.
The effect of 2 is opponent turn synchro, which I feel like I often see in synchro tuners.
There has never been a Level 7 Synchro with this effect, so it's still a Halifiber (the rest is omitted).
