If you can get 2 or more low class monsters while GY has a spell, you can use the effect of the witch.

You can get back one of the Rituals you have drawn by exchanging your hand with Disciple & Devotee.

I think pure cybers are stronger than adopting rituals for now. I think the advantage of using Ritual is that it makes it easier to get 8000 RBIs in one turn and you can set up Hanibo Magician (+FWD). It is also good that it becomes easier to connect to Topolo. You may end up with cards you don't want to draw, but it's safe to assume that you can take care of one card.
Even if you can't get Link 3 or higher, Rituals will work, Topologic Bomber will involve Rituals, and Ritual's GY effect won't work if you don't have enough space, so it's hard to use Ricoala & Backdoor.
As a witch's cost, he needs GY and he needs spells, so it's good to have a lot of spells on him at the beginning.
