Playing

This time 0 Monarch is a meta control. When you are ahead, you can lock down your opponent with Tribute Summon, 《Vanity's Fiend》or Majestic Genie during your opponent's turn by laying down your combos and relentless attacks. If you attack second, use Retsusen to remove the opponent's monsters and set up high-level Monarchs such as Erebos and Etail.

Strength

It's strength is that you can Tribute Summon on your opponent's turn, and you can also interfere. It is also a strength to send Panshin and Shingen from the Aitail effect to his GY and play Kryce while searching reliably and splitting two cards. Mei Monarch's bounce is also strong once decided. Since he incorporates Grudge Monarch, he can eliminate the opponent's key card at once when he hits his DARK-based deck.

Weakness

This deck isn't meant for tournaments, so it doesn't have any hand triggers. Not to mention there is no Counter Trap.
