As for the first half of the effect, it would be ideal to play it from 《Tin Goldfish》or Wings and connect it to the Scepter. However, this effect can only be used once per Duel.
Since the number of good Star Seraphs is limited in the first place, it is rare to have multiple Star Seraphs in your hand. In that case, it's almost like you have nothing but Wings and Scale in your hand.
The effect of the second half is restraint. Isn't it a good effect to have?
In order to fully use this effect, it is necessary to make the background thicker, and there was a time when I actually put about 10 traps, but the number of monsters was not enough. It will not be a hand that can play 4x3.

If you don't have a certain amount of Star Seraph in your hand, it's hard to move.
There are many things that have severe cooperation, and one shot of Veiler will stop you from the next turn onwards.

Customize

Since there are a lot of cards to draw, it would be nice to use Tethys as the axis.
Accident rate is high enough to kill. I actually assembled it and it was clogged with a single obstruction.
