It goes without saying that the effect itself is excellent, but the activation conditions are crooked. He needs WATER on the field, so it's hard to say that he's very strong against removal, and the seemingly meritorious opponent GY's spell bans him. This makes it nearly impossible to stop his spell on the first turn or opponent's first. Somehow he completely rots when he hits an opponent who doesn't leave his spell on GY. Of course, there is also anxiety about opponents who have extremely few spell cards such as permissions.
Also, there is a possibility that he will be spun around because he couldn't destroy his starting spell. I don't think it's a bad card, but I don't think it's worth calling it a WATER merit card.

Spell Negate is fine, but I'm worried that it can't be activated unless the opponent's GY has his Spell card. Spell cards are basically included in most of his decks, so it's unlikely that you can't activate them after the middle stage.
