The excellent point of this card is that it is the only Level 4 Dragon in 《Galaxy》/《Photon》. If there is a racial specification such as "Galaxy Stealth Dragon", you have no choice but to use this card within the theme. It would be possible to be adopted for status rather than effect.

It has no effect on Galaxy and has a meta effect on Dragon. Against dragons, it's a card with exceptional combat power for a lower class, and it's easy to bring in when you need it thanks to Galaxy's support.
However, I feel that it's a meta that only shows its power in battle, and if it's not that, it's too specialized against dragons. The place is the neck.
Also, although it is exceptional for a lower class, dragons are a race that have a lot of monsters with 3000 RBI or more, so even if an opportunity to activate it comes, it is often difficult to win or to trade with each other.
Dragon is a popular race, so I think there are relatively many opportunities to activate it, but I think it's a card with a strong peculiarity. It's basically for the side, but if it's the same dragon brain bass blur, it's relatively easy to adopt as the main.

Since it is compatible with accelerator light and level 4, 4 Xyz can be done, but I don't think it will be used much in Galaxy where 5 or higher is mainstream
If anything, Dragon Ruler has a strong color as a meta card.

Just as I expected, the rating of this card as an anti-opion countermeasure has risen as Galaxy has been super-strengthened and has become serious. I collected three of them before that happened, but I paid about 1,500 yen even at the time when the evaluation was low. I'm sure it will go up in price from now on.
