Constellar really doesn't exist except for lower class and X.
Even with Deck Bounce, it's useless in such limited situations. It's not worth comboing, and Seikuri doesn't have the luxury to do so.

The bounce to the top of the Deck itself is strong, but the activation conditions are lackluster. I think it's okay to interpret it as sacrificing one "Constellar" monster to bounce. It's not fixed at the top of the Deck, and against opponents such as Synchro Xyz, 《Compulsory Evacuation Device》is fine, so there's not much reason to use this card, which has limited uses and is negative.
