Doing the same thing over and over and expecting different results is what people call insanity.
Even so, we continue to roll the dice and entrust everything to the result.
The idea of the card name, design, and effect itself is very interesting, but it's not interesting that the result is uncertain, but at best it's just a tweet that doesn't require a hand cost. The merits and demerits do not match at all compared to the existing back split Quick-Play Spell.
Unless it's important to have a card that rolls dice, it probably isn't worth the priority.

Spell/Trap Removal Cards with Too Much Uncertainty
1/3 chance of misfire is very unwieldy
If you decide, it's no cost Twin Twisters, but it's faster to use Twin Twisters, which is guaranteed to destroy two cards from the beginning, because of the risk of a misfire.

With a cyclone that uses dice, if you're lucky, you'll be able to turn the no-cos into a tweet, but the problem is that it's uncertain. Depending on the situation, if you are not good at it, your own card will also be destroyed.
It's not that you can't incorporate damage into a combo, but it's uncertain...
Since Quick-Play Spell's magic/trap removal is substantial, I don't think it's a story to take the risk of gambling to be honest.

A story frame with a twist on Cyclone.
1/2 is a cyclone, 1/6 is a no-cost tsuitsutsui, so expectations are high, but 1/3 has no effect on the board, and 1000 burns is a bit of a bottleneck.
It has its own advantages of being untargeted and indeterminate removal when activated, but outside of gambling decks, just Cyclone is enough.

It has a 1/6 chance of producing the effect of two cyclones, but a 1/3 chance of failing is a big risk. Since it doesn't target, it can be differentiated in that respect, but it's difficult to use unless you're confident in your own luck.

I think there was a monster with that name in DQ.
A Cyclone series that cracks two cards at no cost, although it's a test of luck.
The chance of destroying even one card is 2/3, so it won't be a card that can never be used.
To put it the other way around, it's just that, so it seems more stable to stack three cyclones without being greedy. I don't know if it's a gambling deck, but if it's a normal beatdown, that's better

Monarch Strak's reprint is not Cyclone but this...
Cyclone is surprising even though reprints have been saturated recently.
At 1/6, it becomes a cyclone that destroys 2 cards, but even at 2, 3, and 4, it does not target, so it is upward compatible with cyclone.
However, it is very painful and there is no certainty that there is a possibility that it will just take damage with 1/3 and consume one card and end and do nothing.
Now that you can load 3 Psychs, it may be difficult to use it as a Psych after the 4th one.
If you have confidence in your destiny because you will work in 2/3...?

I don't like this kind of one-shot naming.
Needless to say, Cyclone will be too big a wall, but the advantage here is that there is a low probability of multiple destruction, and it does not target.
That said, it's hard to say that it's worth adopting for that alone. 1000 damage at 1/3 is painful...

Although it is possible to destroy more than one, it is a big anxiety factor to fail to destroy with a probability of 1/3. It's up to you to decide whether to choose Cyclone, which is a stable one-for-one exchange, or the possibility of destroying two cards, but basically this is unlikely to be an option.

With unlimited cyclones, it's a little risky to destroy a single Spell Trap...
The naming sense is perfect, but it's hard to find any merit other than not being disturbed by stardust.
