Monster version ban. It has never been reprinted because the text becomes tedious. It was re-recorded with Omoikiya-chan. Why is it so.
It doesn't last like a ban, and although it's a monster, it's difficult to deploy, but it's a residual effect, so it's strength is that it can't be dealt with back removal.
Since there is no turn 1, it is theoretically possible to loop this card, essentially skip the opponent's turn, and perform Destiny Board in advance, or create an ultimate perfect Great Moss combo. However, as is clear from the existence of "Ten Thousand Dragon", there are over 10,000 types of Yu-Gi-Oh cards. Furthermore, 《Destiny Board》takes 5 turns, so it takes 50000 declarations. It would be unimaginable to think of lining up three Great Moths. If you want to use it in OCG, it's a literally satsujin-like combo that can be used for a proper barrage attack.
President Kaiba seems to want to die with a card, but he probably won't be able to die on the day that "cause of death: Psi-Blocker" is testified in court.

However, unlike the ban, the effect will remain even if the card name is declared and then removed, and the declaration of the card name is not the name turn 1. Also, unlike the banning order, this one already prohibits the use of the face-up card, so it shows a rather peculiar side, such as being able to erase even the permanent effect peculiar to the P effect, such as "This effect cannot be negated." Note that it is powerless against monsters that are already face-up and cannot be affected by other card effects.
The problem is that it has too little relevance to normal psychics, and at best it can only be used to actively negate Brain Research Lab damage.
For better or worse, it has a one-of-a-kind effect, so my impression is that it should be similar to a dedicated Deck.
