It is a different existence in Wind-Up, and it cannot be used as a trigger for Magicians and Manufactures because it is activated after damage is calculated.
On the other hand, since it's not even at the end of the damage streak, it's still safe to use it as a removal frame for his Psychic rather than Wind-Up, as he can use the destruction effect even with a suicide attack. However, be careful of skidding.
However, I'm not even sure if the Psychic Deck has that slot...

There is no point in using it in Wind-Up.
The effect itself is strong, but it would be nice if the text saying after damage calculation was done was missing...
You can destroy any monster (as long as you don't get in the way + if you don't use an effect that doesn't destroy monster effects)
