7 & 8 Dragon Synchro has 《Return of the Dragon Lords》, so the basics are there.

Excluding GY is an effect, so it's not unnecessarily excluding it, but I think it's an advantage.
I think it's a wallet-friendly card because it has plenty of future potential and hasn't skyrocketed.
