Comprehensive evaluation: It may be effective when the deployment restriction from the extra Deck is applied.
If you summon 3 tuners with 《Obedience Schooled》, his ATK will be 2900, and if this card is also a tuner with another card, it will be 3400, so it's easy to get ATK.
There is a possibility that it will be useful when breaking through monsters that are rock parts.
Otherwise, it will lead to Link Monsters and the like.

The 500 RBI increase per tuner is not bad, but the fundamental problem of synchronizing with the tuner is blocked.
A single tuner has 1,900 RBI, and it's sad that it's traded against Thunder King Rai-Oh, which is considered to be a hypothetical enemy due to its nature.
The pool of low-ranking water dragons was scarce, and 《Blizzard Dragon》, which was at the top of the list, was a high-priced card, so if you really wanted a low-ranking water dragon, you could not be a candidate for adoption.

If you specialize, you can have a high RBI for a lower class, but if you ask me if it's such a terrible thing, it's not so much, and to be honest, it would be a problem if the tuner had such an effect.

It's good to increase RBI, but since each tuner costs 500, just one tuner will only give you 1900 RBI. There is little reason not to Synchro Summon this monster with a Tuner on your field, so expecting a Tuner on your opponent's field is out of the question.

Tuner Monsters have few monsters that are meaningful to leave on the field,

I can't deny the feeling that most of them are overwhelmingly stronger when synchronized.
Water dragons are valuable, but am I the only one who thinks it's more appropriate to mix a few fire dragons with the WATER gimmick?
