In the first place, the conditions for activating the effect are unusually strict, and since it can only be used during your own turn, even if your opponent has a hand of up to 6 cards. Also, if you have that many cards in your hand, isn't it nowadays that you can stop it with a hand trigger? It doesn't matter if you use it for this monster.
In terms of WIND Winged Beast's level 2 tuner, there is an easy-to-develop rival called Yokai Tori. The juvenile bird and this handicap effect go well together.
It's probably one of the more difficult Mist Valley cards to handle.
