Comprehensive evaluation: Conditions are severe unless weakening is used together.
ATK is slightly low at 2300, so if you can defeat low class monsters by itself, you don't have many opportunities to make use of the effect.
There is a way to copy the effect by using it as a Synchro material for 《Hundred Eyes Dragon》, but I want to deploy it and aim for removal.
《Infernity Archer》, which corresponds to 《Stygian Street Patrol》, has higher deployment ability.
His ATK of 2300 + 1600 + monster in combination with Mini-Guts and null for decent damage, then there are other candidates.

Since it is a prerequisite to use the effect, there is no leeway to use battle support cards. The 1600 burn is good, but the RBI below the Monarch line lacks power. In Infernity, where new summoning methods such as Synchro → Xyz → Pendulum → Link are introduced one after another, there is no turn for this card.
