There are plenty of ways to arrange water, so the deployment itself shouldn't be difficult.
It's an important effect, but it's slow on its own, so I'd like to prepare other counter generation methods.
However, there is no card that can easily deploy an ice counter... So this high degree of combo dependency makes me want to hold my head.
It's not limited to this card, but I think it's going to be tough unless there's a better card related to ice counters.
Even if I just come, I feel that this performance, which has to be released even though it carries the weight of the highest grade, is subtle.

Although it is the highest grade, it is heavy because it requires its own release for the removal effect.
If you don't use a card that puts an ice counter on it, you end up with a very heavy rogue.
Cards that use ice counters themselves are tricky, so if you ask me if I want to use this card to support it.

Now that Pendulum Summon is established, his stats are apparently level 7, but he's not actually level 7, so he can't be sent out in Pendulum.
