The ratio of advantages to disadvantages is 1:1. The excitement of what comes out is unique to gambling cards, but the fact that you have to wait until your own Standby Phase is a huge hindrance.
In the environment when this card came out, the cards that could be split were limited, so it wasn't likely to be split right away, but now it's doubtful whether there will be any left in my next turn.
In Dark World, handicap is also an advantage, so it was a good idea to include it.

In that sense, it doesn't look bad, but Discard may not be as effective as you think because your opponent chooses which cards to discard.
