Overall Rating: Quite limited, but recoverable and reusable.
Since you draw during the Draw Phase, your hand will not normally become 0 during the Standby Phase.
However, if you banish it until the next Standby Phase with 《Phantom Hand》, you can recover it.
Since the order of processing in the Standby Phase can be decided arbitrarily, after adding this card to your hand, you can return the Phantom Hand card to your hand.
Afterwards, if you P-summon and use it as an Xyz material, you can aim to collect it again.
It might be a good idea to use 《Raigeki Break》as a hand cost.

An adjusted version of Killer Snake (before Errata). Requires LP cost and limited circumstances compared to over there.
It is difficult to create such a situation unless this is devised by a curator. It's an environment where it's already obligatory to use hand triggers, so it's difficult to use with such cards.
If you use it together with Handless Fake, you can activate it even if you have cards in your hand, but honestly, I'm not sure if it's worth it.
There is no turn limit, and you can activate it again if you pay the cost to your hand when you activate it, so you can use your LP to cover the cards that require your hand. However, as mentioned above, it is limited and difficult to bring to that extent.
To be honest, even Kirasune before errata is at a level where it feels like it can be allowed if it's restricted in a high-speed environment, so I don't think there's currently a frame for adopting this unwieldy guy.
