rest assured. You can still fight without 15 Monarch!
So this time I tried to build a relatively cheap (?) Zero Monarch. (Totally Prestige Monarch)
As for how to turn, there are many routes, so I will omit it.
I think this strength is quite good without extras.

Strength

Our strength lies in our ability to expand. You can use eyetails and continuous attacks that can be Tribute Summoned during the opponent's turn to interfere, and since Retsusen is a Quick-Play Spell, even if a troublesome monster appears during the opponent's turn, it can be used as a cost for Tribute Summon.
Ritsusen is a very good removal card as it doesn't target.

Weakness

I think that the weak point is the place where it is vulnerable to cards such as Abyss, Necrovalley, and Dark Row that metabolize his GY.
The King of Monarch Deck has a lot of things that fall on his GY to activate effects, and many things that activate effects on GY, so these cards are very annoying.
The mask that seals the sacrifice is...don't say anything anymore...

Customize

I think it would be interesting to include various other Monarch Kings. Explosive Monarch is also quite strong, so please put it in.
