You can use it properly at level 4 and 8.
As for the cost, you can use things like Magnedor that come to your hand and can't be used when you're on the field other than a gimmick puppet.
Even if you throw it away as a cost, it will be food for Necrodor, so it does a pretty good job.
As a level 4, I use it as Humpty's companion
Damned can be adjusted quite easily with Necrodoll
