This type takes advantage of the ease of launching Rank 4 of Satellarknight and Star Seraph.
Well, Satellarknight's staple of disruption is two rulers. Combined with Star Seraph, I don't think there will be a deck that has two rulers in one turn. So the ideal situation is to set up 2 rulers and use Delta Telos' destruction effect and Vanity's Emptiness to set up her Xyz Monster alone.

It is established with Scepter, Sloane, and Soul Charge in the first hand.
1. Normal or Special Summon Scepter and Special Summon Sloane with Chain to Wand Draw

Basically, by using Scepter Throne's draw and his Satellarknight's use of GY, you can steadily build rank 4, and if you have a chance, you can cover it with a ruler or 4 Rongomi, and completely restrict the opponent's movement. Ideally, you'll want to do a dominating duel.

Strength

Speaking of strengths, the connection from Scepter Slone to Delta Telos, and from Delta Telos to the lower Satellarknight is great.
Also, due to the nature of Satellarknight, he only needs to have a specific girlfriend's Satellarknight, so monsters can't cut the frame that much, so he can spare the frame for Spells and Traps. Even if he doesn't have a build with Spell Samopuri, he can only enter a small number of resurrection and negate systems.
In other words, you can make a large frame for traps, so you can stack a lot of resuscitation traps such as Living Dead and obstruction cards that hinder development to thicken your back.
On the other hand, if you stack too many of them, it will cause an accident, so in the first place, he has 3 resurrection spells, so I tried to limit the number of Living Dead to 2, considering his slowness due to Trap.
It is also a strength that the back becomes thicker due to the large number of traps.

Weakness

If you don't have a specific card on the first turn, it won't turn around. Especially against his deck, which is mainly one-kill, it is quite fatal if the first move is bad. Since there are many Special Summons, it is inevitable that a reasonable number of cards will be drawn if an extra G is hit. Midra is also tough on Shaddoll. If you don't remove it as soon as possible, it will often be beat as it is.
