His ATK is reasonable for a monster with a self-SS ability, but it's a pity that neither of the two action restriction effects against monsters with ice counters in the second half is strong.

2800 RBI itself is good, but there are still few cards with ice counters, and the only card that can accumulate counters at once is "Snow Dragon", so there are quite a few accidents. The second half of the effect doesn't match the first half's Special Summon condition, and it's a pity that even an ally's attack is blocked. I want another breather.
