Well, it might be useful if you want to put out a Synchro Monster that specifies a Dragon as a non-tuner in a Deck that isn't a mainstay of Dragon, but if you're a Dragon 3 tuner, there's a reasonable ATK and you can adjust the level. You won't see them very often in the Dragon Deck.
