It's usage is similar to DD Destroyer, but it's a resurrection effect, so it doesn't matter what the exclusion source is.
Since only beasts can be revived, Andre-like Dimensional Beast Synchro is the main battlefield here.
However, elimination and resurrection tend to be a tradeoff. It is easy to cause accidents and is not very convenient to use.
It's interesting that if you use this as a cost, you can immediately line up two monsters with "Unicorn Beacon".
