ATK that can't be a basic attacker, but the defensive power is increased, and Mistral may be better, but it's excellent as a wall because it has battle destruction resistance even if it's only once.
But his specialty would be to treat him as a possible Special Summon 3 star. It's a more inconvenient condition than Gail, but I think it can be met if you synchronize.
Due to its low ATK, Blizzard and Tornado summons will almost certainly be able to search with Whirlwind. I think that it is not a loss to put one.

I think he's a pretty good monster for Blackwing with a low ATK that can be brought in with a whirlwind when Blizzard is summoned.
Shura + this guy = Shura ★3 call 3 Xyz or 6 Synchro
Sirocco + this guy = easy 2800 points
Gale + this guy = Halves the enemy's offense and defense to 3 Xyz or 6 Synchro
Flathead + this guy = 7 Synchro Black Rose!
It's simply excellent as a wall. He has battle destruction resistance that works well with Godbird, and the success rate of End Delta Crow, which is not an End Cycle when attacking first, is high.
If you stay on the field, you can easily get 8 Synchro or Trishula out of Blizzard.
