Even though it's permanent, the one-shot 800 burn once per turn is really insufficient. It's also an "effect" and he has to be sent to GY, so it takes a lot of work.
I'm affected too, but well, this can be solved on the construction side. If it's an opponent who deals with regular fusion summons, it might be possible to expect an effect of harassment. Most of them will merge without any hesitation.
Compared to 《Skull Invitation》and Arithmetic Board, which have similar effects, it has the advantage of being Continuous Spell and quick attack. Also, there is no same-name activation restriction, so if you bounce, you can activate the effect again. It looks like it can be looped, but it's still a hindrance that it has to be done according to the "effect". All in all, it's a useless card.

I don't think anyone would use it in combination with 《Infected Mail》. If you use 《Hope for Escape》, you can use 《Gift Card》.
